The City of Independence is seeking motivated, detail-oriented individuals who are self-starters to join the Municipal Services Engineering Division. The Department manages between $5-7 million in capital improvements programming for the stormwater and sanitary sewer infrastructure annually, which includes both in-house and external design and construction activities.
Under general supervision, this position will involve technical abilities in developing design reports, construction plans, and specifications, evaluation of field conditions, investigation of citizen concerns related to capital projects and general inquiries, and construction inspection and administration. The position will work directly with other engineers, acquisition staff, and construction inspection staff for capital improvements project delivery. The position will support other engineering staff members on large, complex projects and may act as a project engineer on assigned projects. This position also, serves as staff specialist in the planning and developing of engineering projects concerned with unique problems that may have important effects or major organizational problems. Duties include serving as a project leader in the design and engineering of complex projects; monitoring progress of assigned projects in order to ensure timely completion; performing extensive research and conducting field investigations; analyzing possible alternatives for design of project; developing project drawings; performing research, evaluating projects costs and writing specifications; participating in the evaluation of engineering activities and recommending improvement; reviewing applicable federal, state, and local laws, rules and ordinances related to compliance. Performs other related duties as assigned.
Qualifications: Three years of applicable City experience as an Engineer I or five years of applicable professional engineering experience. Professional Engineer (P.E.) License in Missouri (or a license in another state with the ability to receive a Missouri license within six months).
Knowledge, Skills and Abilities: Principles and practices of water resources analysis and design, project management and administration, technical writing, and cost estimating.
Minimum Qualifications: Bachelor of Science from a four-year college or university in civil engineering or a closely related field which provides the required knowledge, skills, and abilities to perform the essential functions of the position as described.
The ability to organize work, set priorities, meet critical deadlines, and follow up on assignments are essential to the success of this role. The incumbent must have the ability to communicate clearly and effectively in writing as well as verbally to people at all levels of the organization as well as customers and citizens. Performs other duties as assigned.
Requires a valid Missouri Driver’s License. Must complete NIMS training within first six months of hire.
Physical Demands: Frequently required to climb or balance; stoop, kneel, crouch, or crawl; use hands to finger, handle, or feel; and reach with hands and arms.
Typical Working Conditions: Working conditions are typically quiet office environment. Occasional exposure to outdoor weather conditions. Some assignments may require frequent evening & weekend work and travel to various meeting locations.
