This position performs a variety of administrative and technical functions to facilitate the progress or completion of engineering, construction, or maintenance projects within the Municipal Services Department. Reviews plans for proposed construction to ensure compliance with contract specifications, laws, rules, and guidelines. Prepares construction specifications and related documents for construction and/or improvement projects; performs contract administration duties for bidding and award of contracts. Meets with contractors, sub-contractors, and representatives from various companies to discuss project schedules and procedures, and to resolve problems or conflicts. Performs project management tasks for projects having allocated federal funds and related coordination tasks with the Missouri Department of Transportation (MoDOT). Prepares and reviews bid documentation; prepares contract special provisions and interprets and ascertains compliance. Participates and assists with the preconstruction conference meetings for Capital Improvement Projects. Coordinates utilities and related work for projects. Works with development of construction permits, and coordinates work for public improvements involving private development. Oversees and monitors the testing of materials and equipment used in various projects. Prepares cost estimates for construction projects. Maintains a variety of records to provide a comprehensive system for records retention and storage. Works 12-hr. shifts during snow removal. CDL preferred
Minimum Qualifications: Associate degree or equivalent from a two-year college or technical school; and four to five years of progressively responsible related experience. Any combination of education, training, and experience, which provides the required knowledge, skills, and abilities to perform the essential functions of the position. Requires knowledge of theory and practices of civil engineering; principles of surveying; construction methods, standards, and specifications; construction materials and testing preferred; Federal, state, and local laws and ordinances related to area of assignment; computer usage and applications related to work including data input into Cityworks data management system; record keeping, report preparation, filing methods, and records management techniques. Must be skilled in communicating clearly and effectively with others, both orally and in writing; using tact, discretion, initiative, and independent judgment; and organizing work, setting priorities, meeting critical deadlines, and following up assignments with minimum direction. Requires a valid Missouri Driver’s License. Must complete NIMS training within first six months of hire.
Typical Working Conditions: Regular exposure to outdoor weather conditions and mechanical equipment. Frequent work in office setting. Outdoor work may be loud.
