The Public Information Officer is a member of the City Manager’s senior leadership team. This position develops and administers all internal and external communications including speeches, news releases, policies, newsletters, brochures, fliers and annual reports.  Coordinates with city officials, department managers, and lobbyists to ensure effective and consistent public relations policies and practices.  Serves as the designated City spokesperson during major City events and emergency operations.  Serves as a liaison with print, radio and television media representatives to promote coverage of municipal activities and plans.  Makes speeches to civic groups on various topics of interest related to City affairs.  Works with the Mayor and council members to advise and assist in writing speeches, proclamations, and outside correspondence.  Uses social media including the City’s website to create and promote awareness within the community of municipal activities.  Provides information to the public in order to create and maintain effective and positive public, community and media relations for the City.  Serves as internal coordinator on legislative matters.  Assists various departments in planning and promoting special events.  Coordinates photography for inclusion in newsletters, brochures and other media. Operates a motor vehicle to conduct City business.  Performs other related duties as assigned.

Minimum Qualifications:  Bachelor’s degree or equivalent from a four-year college or university in journalism, communications, public relations or a related field; five years of progressively responsible communications experience, preferable in city government, or an equivalent level of experience; or, any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.  Must possess a valid driver’s license.  Must complete required NIMS level training within first six months of hire.

Requires knowledge ofPrinciples and practices of public and media relations; techniques used in writing, editing, page design, and layout of publications; computer applications related to the work, including word processing and graphic software;  and techniques of 35mm photography.

Requires skill in: Communicating clearly and effectively, both orally and in writing; developing effective media, public relations presentations and policies/plans; developing and writing brochures, newsletters, fliers, and other public relations documents; and taking pictures using 35mm camera.  

Physical Demands:  Employee is frequently required to walk, sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; talk or hear; and lift and/or move up to 20 pounds.

Working Conditions:  Work is performed in a normal office environment with some exposure to outdoor temperatures or dirt and dust.  Working conditions are typically moderately quiet.
