This position is responsible for the leadership, management and administrative operations of the Community Development Department. Provides supervision in overall operations including interviewing, hiring, discipline, and training, planning, assigning and directing work. Responsible for overseeing and directing Building and Property & Maintenance Code Inspections, Community Development Block Grant, Housing Comprehensive Planning, Zoning & Subdivisions, Neighborhood Services, Development Review, and Historic Preservation divisions. Duties include monitoring department policies and standards and establishing regular communication with the staff concerning long and short term organizational goals, strategies and progress of the department. Ensures efficient organization and completion of work, while maintaining sound organizational practices, controlling costs and directing the departmental operations to assure optimum services to the Community. Directs the planning, preparation and administration of the department’s operating and capital budgets. Responsible for preparation of resolutions, ordinances and reports for Council, legislative action and attending City Council and other meetings; providing regular updates to the City Council as requested. Ensures that citizen requests and/or issues relating to departmental activities are investigated and resolved. Serves as member of various community committees as assigned and represents the city at various civic and business functions. Responsible for coordinating program and activities with other regional and state agencies and professional regulatory bodies to ensure the City’s activities are in compliance with current laws. Will participate in on-going educational activities to maintain and upgrade professional knowledge and skills. Performs other related duties as assigned.
Minimum Qualifications: Requires bachelor’s degree (Master’s degree preferred) in Urban Planning, Architecture, Engineering or related field. Requires seven to ten more years of progressively responsible related experience that includes senior level management, experience in community development operations, preferably in a municipal department, or any combination of education, training and experience, which provides the required knowledge and skills to perform the essential functions of the position. Requires a valid driver’s license and American Institute of Certified Planners (preferred; otherwise required within four years in the position). Must complete required NIMS level training within first six months of hire. Requires knowledge of computer applications related to basic office operations, i.e., Microsoft Office Suite, including Word, Excel, Outlook, and other applications as required for budgetary and statistical spreadsheets.
