Environmental Compliance Manager

$4,637 - $8,356 per month

Performs work involving administering the pretreatment program for the Water Pollution Control Department.  This position supervises staff and activities involving inspecting and monitoring facilities for compliance with environmental laws and regulations for the Water Pollution Control Department.  Composes and issues waste water discharge permits to industrial facilities; reviews industry reports for compliance with permit and other regulatory requirements.  Initiates enforcement actions against industries in violation of compliance regulations.  Schedules and conducts or assigns inspections of pretreatment industries and storm water management program priority industries and collection of waste water discharge samples. Compiles, prepares and submits reports to various agencies on environmental compliance activities in order to fulfill reporting requirements.   Develops technically-based local discharge limitations.  Confers with industry representatives, consultants, federal and state regulatory agency personnel, and legal counsel on various issues relating to environmental protection and compliance.  Reviews and interprets environmental laws and regulations and advises affected staff of requirements.  Conducts internal reviews to ensure departmental compliance with regulations.  Drafts revisions to the City code pertaining to sewer use regulations and municipal separate storm sewer system regulations.  Develops training programs to meet regulatory requirements; conducts or recruits personnel to conduct employee training. 

Minimum Qualifications:  Bachelor’s degree or equivalent from a four-year college or university in biology, chemistry, engineering or a related field.  Four to five years of progressively responsible related experience.  Any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.  Must complete required NIMS level training within first six months of hire.  Required to complete at least 5 contact hours of continuing education each calendar year. 

Knowledge of:  Federal, state and local environmental laws and regulations; regulatory enforcement procedures.  Safety regulations related to the waste water industry.  Principles and practices of management, administration and supervision.  Computer usage and applications related to the work.

Skilled in: Communicating clearly and effectively with others, both orally and in writing.  Preparation and presentation of a variety of reports for oral and written presentation.  

Typical Working Conditions:  Working conditions are typically moderately quiet.  Frequently exposed to outdoor weather conditions, fumes or airborne particles, and possible bodily injury from toxic or caustic chemicals.  Frequently required to lift and/or move up to 10 pounds; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; and walk on uneven terrain.
