Safety and Training Specialist

Salary: $3,604/month-$6,495/month

This position is responsible for the design, development, implementation, coordination and compliance with employee safety programs within the Power and Light Department.  Responsible for accident prevention, accident investigation and other training as required.  Responsible for maintaining and tracking employee injury, accident, and training records.  Will maintain departmental records relating to safety programs and inspections.  Responsible for establishing safety standards for work activities, equipment, machinery, buildings and grounds for the Service Center and Power Plant as well as field locations.  Will oversee contractor training and compliance with local safety programs and policies.  Responsible for periodic safety inspections of department buildings and job sites.  Responsible for assisting management and supervisory personnel in developing specialized training programs as requested.  Will administer NIMS programs for P&L.  May serve as secretary of Safety Steering Committee.  Monitors federal, state, and local safety regulations and new legislation.  Will develop and present educational programs and provide educational materials for the public relating to the safe use of electricity. Responsible for maintaining/updating MSDS information.  May be requested to coordinate or lead safety initiatives with other City departments.  May be requested to help develop safety policies and programs for other City departments.  May be requested to assist with investigations in other City departments.  Responsible for performing other related duties as assigned.

Minimum Qualifications: Requires a Bachelor’s degree from a four year college or university in Safety, Risk Management, Public Administration, Communications, Education or related field; and four years of progressively responsible related experience, preferably in an electrical utility safety position.  Prior work experience in a union environment is preferred; or any combination of education, training and experience, which provides the required knowledge and skills to perform the essential functions of the position. Requires knowledge of principles and practices of safety, training, worker’s compensation, loss prevention and corrective methods.  Requires knowledge of recordkeeping, report preparation and methods of research and statistical analysis.  Requires skill in computer applications and use of audio visual equipment.  Must have strong organization skills and ability to communicate effectively in presentations to the public.  Must have good written communication skills and ability to develop training materials, reports, correspondence and procedure manuals.  Requires ability to read and interpret regulations, technical procedures and other documents.  Must have ability to work with mathematical concepts such as probability and statistical inference.  Requires valid MO Driver’s License. Ability to complete NIMS training within first 6 months of hire.

Physical Demands:  Requires ability to use hands to finger, handle, or feel objects, to reach with hands and arms, walk, talk and hear.  Ability to lift and/or move up to 50 pounds. 

Typical Working Conditions:
Work is performed in a normal office environment that is moderately quiet.  While performing essential functions of this position there will be occasional exposure to outdoor weather conditions, work near moving mechanical parts, toxic or caustic chemicals, and risk of electrical shock.
