Designs and inspects engineering projects within the Water Department. Reviews engineering site plans in order to verify accuracy and compliance. Prepares technical specifications, evaluates, and recommends awards for bids for contracted work. Manages capital improvement contracts, serves as project manager and field engineer for projects, and oversees construction work performed by contractors to ensure work meets specifications. Provides engineering and technical support to technical personnel as needed. Makes cost estimates of materials, labor and equipment needed for project completion. May serve as on-call supervisor for water plant/distribution issues after hours on a rotating schedule.



Minimum Qualifications: Bachelor’s degree or equivalent from a four-year college or university in a field related to the area of assignment, such as civil engineering or mechanical engineering. Two to three years of progressively responsible professional engineering experience. Any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.  Valid Driver’s License. Successful completion of the Fundamentals of Engineering exam (Engineer Intern). Class “C” Water Operator License or Distribution System II required or must be obtained within one (1) year. Class “A” Water Operator or Distribution System III License required when eligible. Must complete required NIMS level training within first six months of hire. Must have knowledge of principles and theories of mechanical engineering, civil engineering or other engineering discipline related to area of assignment; principles and practices of project management and administration; accounting and cost estimating; computer applications related to the work.  Must be able to communicate clearly and effectively orally and in writing.



Physical Demands: While performing the essential functions of this job, the employee is frequently required to climb or balance, stoop, kneel, crouch, or crawl; use hands to finger, handle or feel; and reach with hands and arms.



Typical Working Conditions: Occasional exposure to possible bodily injury from moving mechanical parts of machinery, and electrical shock.  Outside conditions of extreme heat and cold and varying weather conditions.  Occasional exposure to extreme heights and confined spaces.
