Performs inspections and administration of the City’s building codes to ensure project is built to plan specifications and follows all applicable states and local ordinances. Responsible for the inspection of all commercial and residential construction activity as well as the issuance of stop work orders for work without permits. Duties may include but are not limited to the following: Reviews construction plans to ensure that all aspects of proposed projects comply with applicable City codes and ordinances. Provides technical advance and assistance to the development community and members of the pubic in the application of adopted codes and ordinances. Interprets and enforces the Building Codes, which may include plumbing, electrical, heating and cooling, fire codes and dangerous building ordinances. Inspects residential/commercial construction, remodels, and repairs to ensure structural integrity and compliance with the Code. Works with dangerous buildings, including case work, visiting properties, hearings, reports to Building Official, and provides information to all involved. Answers inquiries from the Public and Contractors regarding construction compliance. Meets with the Public concerning any construction problems and reports results to Superior. Performs other related duties.
Minimum Qualifications: High school diploma or equivalent and four to six years related building inspection experience; or Associates degree or technical school degree in related field, and two to three years of related building inspection experience; or Bachelor’s degree in Construction Management or related filed which provides the required knowledge, skills and abilities to perform the essential functions of the job; or any combination of education, training, and experience which provides the required knowledge, skill, and abilities to perform the essential functions of the job. Requires the ICC Building Inspector Certification or be able to obtain this certification within 18 months after acceptance of position. Valid Driver’s license. Must be able to complete required NIMS level training within six (6) months.
Knowledge of: Applicable federal, state, and City laws, codes and ordinances. Methods, practices, and techniques of construction; construction materials and equipment; and computer applications related to work. Principles and practices of surveying.
Skill In: Communicating clearly and effectively orally and in writing; preparing and presenting reports; and performing visual inspections of construction sites. Have a basic knowledge of the streets and numbering system of Independence preferred.
Physical Demands: Ability to read construction plans and specifications. Specific vision abilities required for this job include close and depth vision. Regularly required to stoop, kneel, crouch, or crawl; climb or balance; lift and/or move up to 20 lbs.; reach with hands and arms; use hands to finger, handle, or feel.
Working Conditions: Regularly exposed to outdoor weather conditions, fumes or airborne particles, possible bodily injury form radiation, explosions, toxic or caustic chemicals, and moving mechanical parts of equipment, tools or machinery. Typically loud work environment.
