Performs a variety of complex professional and technical duties to provide and coordinate advanced patient care, detailed education, and referrals to members of the public about behavioral and mental health issues. Works under the general supervision of the Director. Performs duties associated with community health and behavioral promotion that is offered in a variety of community settings. Builds and maintains strong rapport with clients both in groups and on an individual basis. Provides accurate clinical assessments of their clients, which can include mental and emotional health and stability, as well as generalized physical assessments when dealing with clients with substance abuse issues. Follows-up on referrals from hospitals, health care providers, and behavioral health care facilities. Works closely with Fire and Police to respond to crisis situations in the community and provide any necessary assessments. Provides behavioral and mental health crisis response education to members of the public and City staff. Provides a variety of health-related services and community education for programs that are offered in a variety of settings for all age groups. Builds and maintains collaborative working relationships with schools, agencies, faith-based groups, and businesses to help assess, plan, implement and evaluate community health needs. Maintains current knowledge of social work practice and skills required to perform job responsibilities. Participates in public health emergency response training and response. Performs related duties as assigned.



Minimum Qualifications: Master’s Degree in Social Work. Two years’ of progressively responsible experience performing above and related duties, which includes public health experience or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential functions of the job. Requires a valid Missouri driver’s license. Must complete required NIMS level training within first six months of hire.



Special Qualifications: Licensed Clinical Social Worker.



Knowledge, Skills, and Abilities: Considerable knowledge of principles and practices of social work including, behavioral and mental health relating to care of individuals, families, and communities; clinical interventions, psychotherapy, and case management; applicable state, federal and local laws, rules and regulations; correct English usage, including spelling, grammar, punctuation, and vocabulary; record keeping, report preparation, filing methods, and records management techniques. Computer applications related to the work; standard business arithmetic, including percentages and decimals. Skill in networking with community agencies and resources; providing patient care, diagnosis, and treatment within the scope of social service requirements; using tact, discretion, initiative, and independent judgment within established guidelines; organizing work and implementing mental health activities; preparing clear and concise reports, correspondence, and other written materials; performing computer applications related to the work; making oral presentations.  Ability to read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals; write routine reports and correspondence;  add, subtract, multiply, and divide whole numbers, common fractions and decimals; solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; speak effectively before public groups and respond to questions; interpret a variety of instructions in written, oral, diagram or schedule form.



Work Environment: While performing the essential functions of this job the employee is frequently required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, talk, or hear, and lift and/or move up to twenty pounds. The employee is frequently exposed to infectious or contagious diseases, toxic or caustic chemicals, and outdoor weather conditions. The incumbent's working conditions are typically moderately quiet.
