The City of Independence is seeking a highly motivated, solution-oriented individual to join the Power & Light Engineering Team. As a member of the Power & Light team, the Engineer I, II or III will be a part of a culture of innovation, initiative, and collaboration. Using the City’s Strategic Plan as a guiding principle, this position will give the opportunity to showcase expertise and ingenuity. This position will serve as staff specialist in planning and developing of engineering projects concerned with unique challenges that may recommend important changes. Other duties include serving as a project leader in the design and engineering of complex projects; functional supervision of technical staff; monitoring progress of assigned projects to ensure timely completion; performing extensive research and field investigations; analyzing project alternatives, review of system protection; developing project drawings; evaluating projects costs and writing specifications; participating in the evaluation of engineering activities and recommending improvement; reviewing applicable federal, state, and local laws, rules and ordinances related to compliance. Performs other related duties as assigned.
Minimum Qualifications: The Engineer I position requires a Bachelor’s degree from an ABET accredited college or university in electrical engineering or related field, with little power system engineering experience, while the Engineer II requires the degree and a minimum of two (2) years general engineering experience and a valid certificate in Fundamentals of Engineering (FE) and, the Engineer III requires the degree and a minimum of six (6) years general utility/power systems engineering experience, or four (4) years same experience and either a Master’s degree in the same functional area or a PE. A valid certificate in Fundamentals of Engineering (FE) is required for the Engineer III, and a Professional Engineer (P.E.) License in Missouri (or a license in another state with the ability to receive a Missouri license within six months) is desirable. Must complete required NIMS level training within first six months of hire. Knowledge, Skills and Abilities: Principles, practices and advanced theories of electrical engineering, preferably in substation, transmission or system protection. Principles and practices of project management and administration. Accounting and cost estimating. Computer programming and computer applications related to work. Applicable state, federal and local laws, rules and regulations. Environmental laws and regulations. Methods and techniques of research, statistical analysis and report presentation. Researching, compiling, and summarizing a variety of informational and statistical data and materials. Organizing work, setting priorities, meeting critical deadlines, and following up assignments. Good mathematical skills. Communicating clearly and effectively, orally and in writing. Preparing clear and concise reports, correspondence and other written materials. Ability to read and understand engineering plans & specifications and ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Physical Demands: Frequently required to climb or balance; stoop, kneel, crouch, or crawl; use hands to finger, handle, or feel; and reach with hands and arms. Typical Working Conditions: Typically quiet office environment. Occasional exposure to outdoor weather conditions. Engineer I - $64,000 - $76,430*
Under continued and considerable supervision performs basic professional engineering work related to the design and analysis of electrical substation and transmission system projects. Will perform minor design work and assigned small projects. This is an entry level engineering position. Position performs engineering evaluations and studies for small to moderate projects as assigned.
Engineer II - $69,000 - $92,480*
Under general supervision performs basic to moderately difficult professional engineering work related to the design and analysis of electrical substation and transmission system projects. Will perform moderately difficult design work be and assigned small to moderate projects. Position assists with the NERC audit process including quarterly and annual document certifications. Designs small to moderately difficult professional engineering projects. Performs analysis of possible project alternatives, develops project drawings, evaluates project costs, and writes project specifications. Position may supervise consulting engineers on substation and transmission projects. Manages small to moderately large capital improvement contracts; serves as assistant or project manager and field engineer for these projects. Oversees construction work performed by contractors to ensure work meets specifications.
Engineer III - $82,070 - $123,108*
Under limited supervision performs moderately difficult to very difficult professional engineering work related to the design and analysis of electrical substation and transmission system projects. Designs difficult and major substation and transmission projects including analysis of alternative designs; prepares drawings for use by construction force. Position assists as a teacher for lower level engineering positions. Position emulates a NERC SME by assisting NERC SME with the NERC audit process including quarterly and annual document certifications. This is a solid and good performing engineer. Performs high level and detailed analysis of possible project alternatives, develops project drawings, evaluates project costs, and writes project specifications. Position is expected to supervise consulting engineers and construction contractors on substation and transmission projects. Prepares technical and construction specifications. Evaluates and recommends awards for bids for contracted work by completing comparative analysis of bids. This includes consulting and construction contractors. Manages moderately large to major capital improvement contracts; serves as project manager and field engineer for these projects. Oversees construction work performed by contractors to ensure work meets specifications.
