Cyber Security Engineer

The City of Independence is seeking highly motivated, solution-oriented individuals to join the Technology Services Department. As a member of the Technology Services Department, the Cyber Security Engineer will lead oversight of the information security posture of the City of Independence and provide expert guidance to staff required to maintain the essential confidentiality, integrity, and availability for all City computer systems, networks, and software.

Essential Duties & Responsibilities

  • Advises management on security strategies

  • Manages daily security operations including insuring regulatory compliance,

  • Performs the evaluation, implementation, administration, and monitoring of all security hardware and software

  • Handles the investigations of security incidents

  • Authors security policies

  • Provides expert assistance to technical staff

  • Provides end user security awareness training

  • Stays current with all information security threats, trends, and technology, assists with budget planning, and handles yearly support and software renewals

  • Conducts security assessments of new technology solutions

  • Oversees the work of contractors, vendors, and other security staff

  • Performs other related duties as assigne


  • Expert working knowledge of TCP/IP and the 7 layers of the OSI model

  • Expert knowledge of and experience implementing industry information security best practices including defense-in-depth and zero-trust

  • Deep understanding and interpretation of industry regulatory cyber security requirements: PCI, NERC, HIPAA, CJIS, AWIA and NIST.  Knowledge of processes for performing penetration tests, security assessments, and incident investigations. 

  • Exceptional technical skills in administrating: firewalls, IDS/IPS, endpoint protection, email security, and other security and network infrastructure devices. 

  • Must have strong skills troubleshooting very complex, time sensitive problems in high stress situations using good judgment, tact, and discretion. 

  • Ability to use tact, discretion, initiative, and independent judgment within established guidelines

  • Ability to organize work, set priorities, meet critical deadlines, and follow up assignments with a minimum of direction

  • Ability to apply logical thinking to solve problems or accomplish tasks

  • Ability to understand, interpret and communicate complicated policies, procedures, and protocols, to communicate clearly and effectively, verbally and in writing

  • Ability to perform in a calm, logical and effective manner under high pressure, time-sensitive, critically demanding situations that may arise (such as during outages)

Minimum Qualifications:  Bachelor’s degree in computer related studies, must have a minimum of seven years of experience with network engineering, design, and support, and at least four years’ experience with network security administration; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.  Requires valid driver’s license. ISC2 CISSP certification preferred.  Must complete required NIMS level training within first six months of hire. 

Physical Demands: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Typical Working Conditions:  Incumbent’s working conditions are typically moderately quiet in a standard office environment.  May occasionally be required to work irregular hours, evenings and weekends as needed to ensure 24-hour operating efficiencies.
