The Special Projects/Applications Manager is responsible for maintaining, configuring, and troubleshooting the

financial software and its applications. Directs or handles responses to requests regarding the financial applications from all departments of the City. Provides training to end users as well as onboarding of new users. Manages assigned special projects requiring complex analytical, research and organizational skills. Perform deployments of financial system software product releases to production and test environments. Collaborate with IT to ensure proper integration of the financial application. Lead and participate in evaluating, planning, and implementing financial software major upgrades as needed. Create workaround procedures when standard procedures have failed to ensure issues are resolved in a timely fashion. Provide financial system enhancements, development, improvement, documentation of process and training where appropriate. Troubleshoot concerns and respond to inquiries from application users. Manages user setup, workflows, and in-application configurations to meet user needs. Become the financial application expert. Ensure that application system meets quality standards. Develop and write reports to assist in reporting financials as required using various software applications. Coordinate, develop and update written policies and procedures over the financial and reporting process. Extensive knowledge of department processes. Ensure consistency and professionalism of responses to requests for information and service across all departments.

Minimum Qualifications: Bachelor's degree in Information Systems, Business Administration, Computer Science or equivalent from an accredited four-year college or university. Five (5) years of experience in providing troubleshooting, configuration, administration, and support for software applications, preferably Tyler Technologies-Munis. Any combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential functions of the job. Must have proficient knowledge in Microsoft Office with advanced Excel knowledge. Valid driver’s license required.  Must be able to complete NIMS training within six (6) months of hire. Knowledge Of: Basic programming knowledge. Understand the workflow and process requirements of business units related to the financial application. Demonstrated ability to provide outstanding customer service, be a good listener and work well with a diverse group of customers and IT. Ability To: Learn new content areas and new skills quickly. Demonstrated ability to be the subject matter expert in supporting, maintaining, and administering complex applications. Work through ambiguous work situations. Hands-on experience in process automation, best practice approach, technology efficiency, and effectiveness. Multitask in a fast-paced environment. Proficiency and comfort with technology, email, web, and work order systems. Manage large sets of data. Organizational, planning, and interpersonal skills. Operate a motor vehicle to conduct city business. Meet all requirements of performance, including, but not limited to, attendance standards and work deadlines. Take initiative and work independently with minimal direct oversight. Interpret and apply established rules, regulations, policies, and procedures. Skill In: Excellent problem solving/analytical skills, knowledge of analytical tools, and complex troubleshooting methods. Outstanding attention to detail with superior time and project management skills. Communicating clearly and effectively, both orally and in writing. Physical Demands: While performing the essential functions of this job the employee is frequently required to walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, talk or hear, and lift and/or move up to 20 pounds. Working Conditions: Work is performed in a normal office environment with some exposure to outdoor temperatures or dirt and dust. The incumbent's working conditions are typically moderately quiet.
