This position performs duties associated with public health emergency preparedness planning within the City of Independence Health Department. Responsibilities include participating in state, regional, and local emergency preparedness training, developing emergency planning processes, conducting emergency planning activities, developing a regional emergency preparedness and response plan in collaboration with other Response Planners, and exercising the plan in accordance with State guidelines. Must provide 24-hour, 7-days per week coverage for response to emergencies. Operates a motor vehicle to conduct City business.
Minimum Qualifications: Bachelor’s degree from a four-year college or university in public health, health care administration, biology, epidemiology, nursing, or a related field; and, two to five years of progressively responsible related experience in public health or emergency management with a minimum of one year in supervisory or administrative capacity; or, any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Must possess a valid driver’s license. Must complete required NIMS level training within first 6 months of hire.
Knowledge of: Principles and practices of communicable disease control and community outreach strategies; immunization and disease control techniques and procedures; community health-related resources; record keeping, report preparation, filing methods and records management techniques; applicable state, federal and local laws, rules and regulations; correct English usage, including spelling, grammar, punctuation, and vocabulary; computer applications related to the work, i.e. statistical application, data base, and spread sheet applications; standard business arithmetic.
Skill in: Researching, compiling, and summarizing a variety of informational and statistical data and materials; communicating clearly and effectively, orally and in writing; using tact, discretion, initiative, and independent judgment within established guidelines.
Physical Demands: Frequently required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear, and lift and/or move up to 50 pounds.
Typical Working Conditions: Typically moderately quiet. Frequently exposed to infectious or contagious diseases, toxic or caustic chemicals, and outdoor weather conditions.
