High level management position responsible for the leadership and administration of the Engineering Division of the Municipal Services Department. Under limited supervision manages the design, construction and right-of-way management for construction projects and development review process and activities for the Municipal Services Department.  Represents the Department at Planning Commission meetings and serves as a point of contact for new development projects. Responsible for preparation of ordinances and reports for City Council legislative action and attending City Council meetings on an as-needed basis. Responsible for updating and maintaining engineering design and construction standards adopted as City Code. Will represent the City in contacts with other governmental jurisdictions, contractors and general public on engineering matters. Carries out supervisory responsibility in accordance with policies, procedures and applicable laws including: training in job skills; planning, assigning and directing work; appraising performance; addressing complaints and resolving problems; supervises the work of engineers, technicians, and inspectors engaged in various aspects of public works projects. Manages grant applications for federal highway funded projects and coordinates consultant services including requests for qualifications, monitoring contract deliverables and evaluation of recommendations made by consulting engineers. Ensures that citizen requests and/or issues relating to the Engineering Division are investigated and resolved. Will perform special assignments as requested, to include researching, developing, and implementing programs and presenting technical data to management, elected officials and others.  Minimum Qualifications: Bachelor’s Degree from a college or university in a field of engineering related to areas of assignment, such as civil, traffic, or related engineering; Master's Degree preferred.  Six or more years of progressively responsible related experience with a minimum of three years preferred at a supervisory level; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.  Professional Engineer (P.E.) License in Missouri (or a license in another state with the ability to receive a Missouri license within six months).  Must complete required NIMS level training within first six months of hire.   Knowledge, Skills and Abilities: Principles, practices and advanced theories of civil engineering, or other engineering discipline related to area of assignment; Basic budgetary principles and practices; Computer applications related to work, including database programs such as Cityworks and GIS mapping programs. Applicable state, federal and local laws, rules, and regulations.  Methods and techniques of research, statistical analysis, and report presentation.  Researching, compiling, and summarizing a variety of informational and statistical data and materials.  Organizing work, setting priorities, meeting critical deadlines, and following up assignments.  Good mathematical skills.  Communicating clearly and effectively, orally and in writing.  Preparing clear and concise reports, correspondence, and other written materials.  Ability to read and understand engineering plans and specifications.  Physical Demands:  Frequently required to climb or balance; stoop, kneel, crouch, or crawl; use hands to finger, handle, or feel; reach with hands and arms, and lift and/or move up to 20 pounds.  Typical Working Conditions:  Working conditions are typically quiet office environment.  Occasionally exposed to possible bodily injury from moving mechanical parts of machinery and electrical shock.
