Responsible for maintenance and administration of any functionality of the utility billing system to users City-wide.  Duties include providing training and support to any or new or developing technology and working with divisions to streamline processes and accommodate any special needs or requirements within the utility billing system.  Administers the utility billing system across multiple divisions including global systems settings, user permissions updates; catering to specific needs relating to divisional needs; troubleshooting any bugs or issues presented; database management; collaborate with divisions to develop and implement department specific systems/workflow to store, track, and analyze, spatial or non-spatial asset data; integrates other software/technology into Water Department GIS and Cityworks.  Performs other related duties as assigned.

Minimum Qualifications: Prefer Bachelor’s degree from a four-year college or university in IT Generalist, GIS Science, Computer Science, or a related field.  Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.  A valid driver’s license is required.  Must complete required NIMS level training within the first six months of hire. 

Knowledge, Skills and AbilitiesAdvanced knowledge of utility billing set up and system maintenance.  Skill in communicating clearly and effectively, both orally and in writing; researching, compiling, and summarizing a variety of informational and statistical data and materials; organizing work, setting priorities, meeting critical deadlines, and following up assignments; using a computer to enter and retrieve data and information; experience with relational database, and design, SQL Server, data conversion, and report writing is required accurately and rapidly. 

Physical Demands:  Frequently required to walk, sit, and kneel, use hands to finger, handle or feel, reach with hands and arms, climb or balance, talk or hear, and occasionally lift and/or move up to approx. 10 lbs.

Typical Working ConditionTypically, moderately quiet in a standard office environment.  Conditions may exist where dust, dirt, and noise are experienced.  May occasionally be required to work irregular hours, evenings and weekends as needed to implement software updates and maintenance afterhours.
