Supervises the fiscal operations and staff engaged in preparing payroll and other department fiscal and accounting activities in the Water Department. Performs a variety of staff supervisory and administrative functions for an organization such as the development of budget preparation, the analysis of the allocation of expenditures, personnel, and/or purchasing or contract monitoring, public information, department data processing coordination, and/or special project coordination.
Minimum Qualifications: Bachelor’s degree from a four-year college or university in Public Administration, Business Administration, Accounting or a related field; and four years of progressively responsible related experience; or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Valid driver’s license required. Must complete required NIMS level training within first six months of hire.
Knowledge of: Administrative principles and practices, including goal setting and program budget development and implementation. Administration of staff and activities, either directly or through subordinate supervision. Principles and practices of budget, and accounting. Computer applications related to the work. Must be skilled in organizing, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction; Must be able to communicate clearly and effectively, orally and in writing, prepare and present a variety of reports for oral and written presentation; select, develop, organize, motivate and effectively utilize staff.
