Distribution and Engineering Manager

Manages, coordinates, and supervises the operational and administrative activities of the Water Distribution and Engineering Divisions.  Carries out supervisory responsibility in accordance with City policies, procedures and applicable laws including: training in job skills; planning, assigning and directing work; appraising performance; addressing complaints and resolving problems.  Develops and recommends operating and capital budget for the division annually.  Reviews and approves detailed engineering drawings and plans.  Performs other related duties as assigned.

Minimum Qualifications:  Bachelor’s degree from a four-year college or university in Engineering or a related field; and four to six years of progressively responsible related experience; or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.  Missouri Professional Engineering License preferred; Missouri DNR Class DS III Drinking Water Distribution System License (when eligible) and valid driver’s license required.  Must complete required NIMS level training within first six months of hire.  Knowledge of:  Principles and practices of engineering, surveying, property acquisition, landscaping and construction.  Management and administrative principles and practices, including goal setting and program budget development and implementation.  Administration of staff and activities, either directly or through subordinate supervision.  Basic budgetary principles and practices.  Applicable state, federal and local laws, rules and regulations.  Computer applications related to the work.  Must be skilled in planning, organizing, assigning, directing, reviewing and evaluating the work of staff, setting priorities, meeting critical deadlines, following up assignments with a minimum of direction; researching, compiling, and summarizing a variety of informational and statistical data and materials.  Must be able to communicate clearly and effectively, orally and in writing.  Ability to read, analyze and interpret detailed engineering plans and drawings.  Physical Abilities:  Frequently required to stand, sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear, and lift and/or move up to 10 pounds.  Occasionally required to lift and/or move up to 25 pounds.  Typical Working Conditions:  Occasionally exposed to outdoor weather conditions, work near moving mechanical parts, and work in high precarious places.  Normal office environment with some exposure to outdoor temperatures or dirt and dust.  Conditions are typically moderately quiet.
