Under the immediate supervision of the Public Information Officer, the Digital Content Specialist assumes responsibility for writing, maintaining, and monitoring content for the City of Independence website, while assisting in the creation of content for the City’s various social media platforms and video needs.

This position will also support in the broadcast of live public meetings.  This requires working every Monday night and other nights as necessary. Typically, more frequent evenings are required in May to cover special meetings during the budget review. Some travel within the City is required to cover events and meetings.  This is a 40-hour per week position which requires some weekends, evening and holidays as needed for various City events and activities.  Training will be provided as needed for candidates based on experience.

Minimum Qualifications:  A Bachelor’s Degree in Communications or related field of study, or training or certifications in Computer Science, and demonstrated proficiency in HTML, CSS and Javascript; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.  Requires valid driver’s license.  Must complete required NIMS level training within first six months of hire.  Knowledge, Skills, and Abilities: Knowledge of basic principles and practices of web and graphic design; Working knowledge of applicable software, i.e. Adobe Creative Suite and Visual Studio; Basic knowledge of HTML, CSS and Javascript; Working knowledge of video equipment and shooting and editing techniques; editing audio including narration, music and sound effects.  Preferred understanding of the following with a willingness to obtain future training as needed: mobile first design principles, ASP.NET, .NET MVC and C#.  Skill in operating complex video production equipment; Skill in portraying, live and on video, diverse content and subjects in a professional, accurate, and dignified manner; Skill in videotaping meetings in which more than one person is speaking at the same time.  Skill in designing, developing, testing and troubleshooting web applications; ability to understand responsive mobile first frameworks such as bootstrap; familiarity with version control systems such as Git.  While performing the essential functions of this job, the employee is frequently required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk or hear, use visual acuity and lift and/or move video camera and related equipment.  While performing the essential functions of this job, the employee may lift, carry, push, pull, and/or move 20 pounds frequently and 25-30 pounds occasionally. Typical Working Conditions:  Work will take place in close quarters with little room for moving around.  Incumbent may be exposed to possible bodily injury from electrical shock.  Exposed to outdoors which may include extreme hot or cold temperatures and adverse weather conditions.
