Provides clerical and administrative support duties to the Finance and Administration Director and Division Heads within the Finance and Administration department.  Formats and types letters, memos, and other correspondence.  Deals with sensitive and confidential personnel matters at the direction of the department director or other official.  Assists in preparing the annual departmental operating budget and monitors monthly expenditures.  Assists in preparing monthly and quarterly financial management reports, along with vouchers for payment to contractors and service providers.  Reviews statistical and operational reports, evaluates operational techniques, standards, and procedures and recommends changes.  Performs project assignments involving research, data interpretation, analysis, formulation of recommendations and report preparations.  Interacts with staff from other departments, elected officials, and the general public in person or by telephone to respond to inquiries, receive complaints, and resolve problems.  Sets up and maintains confidential and sensitive department files.  Compiles and analyzes statistical data and prepares estimates, recommendations, statistical reports or summaries using manual and automated systems.  Performs related duties as assigned. 

Minimum Qualifications: High school diploma or GED; and two to three years of clerical experience which includes some experience interacting with the public to disseminate information; or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.  Must have a valid state driver’s license.  Must be able to complete NIMS training within six months of hire.  Knowledge Skills and AbilitiesKnowledge of administrative and secretarial practices and procedures such as business letter writing and the operation of standard office equipment, including a computer, using Microsoft Word and Excel.  Skilled in recordkeeping, report preparation, filing methods and records management techniques.  Must be able to communicate effectively orally and in writing and be able to accurately proofread copy with accompanying knowledge of grammar, punctuation and spelling.  Ability to analyze and resolve office administrative situations and problems.  Skilled in using tact, discretion, initiative and independent judgment within established guidelines.  Knowledge of basic budgetary and accounting principles and practices and standard business arithmetic, including percentages and decimals.  Physical  Demands:  Required to walk, sit, use hands to manipulate, handle, or feel objects, to reach with hands and arms and talk or hear.  Occasionally required to lift and/or move up to 10 pounds.  Typical Working Conditions: A normal office environment.
