The City of Independence is seeking a motivated, solutions-focused individual to join the Public Works Engineering Team as the Assistant City Engineer. This position will be a part of culture of innovation and collaboration. Using the City’s Strategic Plan as a guiding principle, this position will give the opportunity to showcase expertise and ingenuity. Familiarity with APWA KCMetro standards and MDNR and MoDOT and other governing agency requirements is preferred. The position will serve a critical role in the planning, design, and construction of a wide variety of City projects including facilities, transportation, water, wastewater, and site design. Ideal candidates demonstrate strong technical skills, a strong desire to provide superior customer service to both internal and external customers, and have an interest in growing themselves and their team. The candidate must be detail-oriented with multi-tasking capabilities in a fast-paced environment. Under general supervision, this experienced professional, will be responsible for managing, supervising, and coordinating the Design Section of the Public Works Engineering Division, including development and permitting review; project identification and development; management of assigned projects, and providing highly responsible and complex support to the City Engineer. The Assistant City Engineer will oversee and coordinate the activities of assigned staff and work closely with external groups including citizens, businesses, schools, etc. Duties also include developing and implementing design-related ordinances, regulations, and policies.

Minimum Qualifications: Bachelor of Science from a four-year college or university in civil engineering or closely related field and five years of increasingly responsible experience in civil engineering, including a minimum of three years’ supervisory experience, preferably within the public sector experience, or any combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the duties as described. Possession of licensure as a Professional Engineer in the State of Missouri (or obtain within 6 months of hire). Computer applications including Cityworks, AutoCAD, GIS, and Bluebeam, and others. Applicable state, federal and local laws and regulations. Requires advanced technical knowledge of theory and practices of civil engineering. Ability to: prepare clear, concise and accurate reports, records and correspondence; and represent the City effectively in public and professional forums. Methods and techniques of research, analysis, and report presentation. Use tact, discretion, initiative, and independent judgment within established guidelines. Ability to develop and review engineering plans and specifications. Strong foundation in project management. Performs other duties as required. Requires a valid Missouri Driver’s License. Must complete NIMS and LPA training within first six months of hire. Physical Demands: May be occasionally required to climb or balance; stoop, kneel, crouch, or crawl; use of hands to handle, finger, or feel, and to reach with hands and arms and able to lift and/or move up to 20 pounds. Typical Working Conditions: Must be able to travel to various locations within and outside the City of Independence to fulfill the job responsibilities. Indoor environment working closely with others; irregular work hours may occasionally be necessary. Outdoor working conditions may be encountered regularly.
