The City of Independence is seeking highly-motivated, solution-oriented individuals to join the Public Works Engineering Team. As a member of the Public Works team, the Engineer I, II, or III will be a part of culture of innovation, initiative, and collaboration. Using the City’s Strategic Plan as a guiding principle, this position will give the opportunity to showcase expertise and ingenuity. Familiarity with APWA standards and MDNR and MoDOT and other governing agency requirements is preferred. The ideal candidate will support the City by assisting in the planning, design, and construction of a wide variety of municipal projects including facilities, transportation, water, wastewater, and site design, and have exceptional technical skills, along with a strong desire to provide superior service to both internal and external customers. Candidates should demonstrate interest in growing skills, knowledge, and career. The candidate must be detail-oriented with multi-tasking capabilities in a fast paced environment. Excellent customer service skills, including the ability to communicate tactfully with the public. The ideal candidate is solution-focused, diligent, driven to action, and assumes responsibility, taking pride in their work.

Minimum Qualifications: Bachelor of Science from a four-year college or university in civil engineering or a closely related field, or any combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of the position as described. Requires knowledge of theory and practices of civil engineering; principles of surveying; construction methods, standards and specifications.  Computer applications related to work including Cityworks, AutoCAD, GIS, and electronic plan review software. Applicable state, federal and local laws and regulations. Methods and techniques of research, analysis, and report presentation. Use tact, discretion, initiative, and independent judgment within established guidelines. Ability to develop engineering plans and specifications. Performs other duties as required. Requires a valid Missouri Driver’s License. Must complete NIMS and LPA training within first six months of hire. Physical Demands: While performing the essential functions of this job, the incumbent is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; use of hands to handle, finger, or feel, and to reach with hands and arms and able to lift and/or move up to 20 pounds. Typical Working Conditions: Must be able to travel to various locations within and outside the City of Independence to fulfill the job responsibilities. Indoor environment working closely with others; irregular work hours may occasionally be necessary. Outdoor working conditions may be encountered regularly which may be loud.

Engineer I - $50,950 - $76,430*

Under direct supervision, this position will provide technical assistance in developing design reports, construction plans, and specifications, evaluation of field conditions, investigation of citizen concerns related to capital projects and general inquiries, and construction inspection and administration. The position will work directly with talented engineering professionals who are team-oriented and willing to mentor. The position will support higher-level engineers on large, complex projects and may act as a project case engineer on assigned projects. Qualifications: All the above qualifications. EIT preferred.

Engineer II - $61,660 - $92,480*

Under general supervision, independently performs assignments with instructions as to the general results expected in the design of engineering projects; plans, schedules, manages and coordinates detailed phases of engineering work on major projects. Will serve as mentor to more junior staff and may coordinate work of staff assigned to projects. Minimum Qualifications: All of the above qualifications and two to three years of progressively responsible professional engineering experience. Requires advanced technical knowledge of theory and practices of civil engineering; applicable codes, ordinances, regulations and guidelines; grant funding application and administration; construction methods. Ability to: prepare clear, concise and accurate reports, records and correspondence; analyze complex data, evaluate alternatives and reach sound, logical conclusions; and represent the City effectively in meetings with others.

Engineer III -  $82,070 - $123,108*

Under general supervision, this highly experienced professional possesses strong leadership, exceptional communication and interpersonal skills, thrives in a diverse work environment, embraces innovation, and has a solid understanding and interactive approach to municipal engineering. Will be responsible for directing, managing, supervising, and coordinating the City’s Design Section of the Engineering Division, including development and permitting review; project identification and development; and providing highly responsible and complex administrative support to the City Engineer. Will oversee and coordinate the activities of staff. Duties also include developing and implementing design-related ordinances, regulations, and policies. The Engineer III will work closely with external groups including citizens, businesses, schools, and other agencies. Minimum Qualifications: All of the above qualifications and five years of increasingly responsible experience, including a minimum of three years of supervisory experience, preferably with public sector experience. Possession of, or ability to obtain within six months of date of hire, licensure as a Professional Engineer in the State of Missouri.

*Salary offer will be dependent upon candidate qualifications, internal pay equity, and market rate of pay. Entry level offer will not exceed the midpoint of the range except for exceptional circumstances and qualifications.
