The Public Works Engineering Division is seeking highly-motivate, self-starter candidates to join our innovative and solutions-oriented team. The Acquisition Specialist performs routine acquisition activities such as real estate appraisal, negotiation, relocation assistance, property management, condemnation and mediation. Responsibilities are performed under direct supervision of the Right-of-Way Manager. Duties will include analysis of the project boundaries and routes to determine legal property ownership. Will perform examination of legal titles, surveys or legal property descriptions as recorded at the Register of Deeds office. Work with property owners, public agency staff and the public in explaining right-of-way activities. Conduct negotiations with property owners and external agencies for the acquisition of rights-of-way, easements, construction easements, and other interests in real property for City projects. Prepare and review easement documents. Assist with the condemnation process where necessary, and prepare legal documents for inclusion in condemnation packages submitted to court. Conduct or direct the recordation of legal documents for property easement acquisitions, and prepare and maintain records of property easements for right-of-way. Assist in the development and execution of license, right-of-way and franchise agreements. Perform activities associated with the vacation of easements and rights-of-way. Maintain City property records. Maintain City documentation regarding appraisal and negotiation standards and practices. Must possess a valid driver's license and complete required NIMS level training and LPA certification within first six months of hire.  Must obtain Notary within first six months of hire. May be required to assist in snow removal activities.

MINIMUM QUALIFICATIONS: Associate’s degree or equivalent from a two-year college or technical school; minimum four years of progressive and responsible related experience. Any combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential functions of the job. Consideration will be given for experience or knowledge of real estate title principles and practices; utility location, easement and construction; GIS mapping technology; legal recording and documentation; ability to read and interpret engineering construction plans; civil engineering principles and practices. Consideration will be given to candidates who hold an Appraiser and/or Real Estate license. SKILLED IN: Organizing work, setting priorities, meeting critical deadlines. Ability to prepare accurate and reliable reports containing real estate terminology and documentation, title forms and documents, findings, conclusions and recommendations. Communicating clearly and effectively with others, both orally and in writing. Using tact, discretion, initiative and independent judgment within established guidelines. Using computers to enter and retrieve information. Maintaining records of department projects and activities. Ability to oversee and direct the work of external contractors. Ability to independently assimilate facts and draw sound conclusions. Typical Working Conditions: Office work. Some exposure to outdoor weather conditions and mechanical equipment. Outdoor work may be loud, may need to navigate uneven surfaces and live traffic.
