Performs work involving oversight of the water treatment plant activities related to day-to-day operations.  Individual will be responsible for carrying out supervisory responsibility in accordance with policies, procedures, and applicable laws including interviewing, hiring and training, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems.  While the individual may be directly involved in the performance of some work, they will primarily be responsible for ensuring operations are kept within established guidelines.  Individual will assist with planning and developing operating budget and coordinate purchasing of equipment; review and maintain operational records/maps related to the water treatment plant; will develop and write reports and procedures to comply with changing requirements.  Plans and directs implementation of daily, weekly, and monthly maintenance schedules as required.  Performs other related duties as assigned.

Minimum Qualifications:  Associate’s degree or equivalent and three to four years of progressively responsible related experience, or any combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of the job.  Must possess a valid Driver’s License and a Missouri Class "A" Operator’s License is highly preferred; if not then must be able to progressively obtain.  Must complete required NIMS level training within first six months of hire.

Knowledge, Skill and Abilities:  Knowledge of water plant operations, processes, and equipment; federal, state and local laws and regulations related to water systems operations; record keeping, report preparation, and filing methods and records management techniques. Skilled in using tact, discretion, initiative and independent judgment with established guidelines; organizing work, setting priorities, meeting critical deadlines, and following up assignments with minimum direction; good mathematical skills, and skilled in communicating clearly and effectively, orally and in writing. Computer usage and applications related to work.  Ability to write reports, correspondence and procedure manuals, interpret maps and read and interpret documents such as safety rules, operation and maintenance instructions. 

Physical Demands:  Frequently required to climb or balance; stoop, kneel, crouch, or crawl; use hands to finger, handle or feel; and reach with hands and arms.  Occasionally required to lift and/or move up to 10 lbs.

Working Conditions: May be exposed to fumes, water or airborne particles. Possible bodily injury from the risk of electrical shock.
