The City of Independence Public Works Department is seeking a highly experienced professional who possesses strong leadership, exceptional communication and interpersonal skills to fill the position of City Traffic Engineer. Using the City’s Strategic Plan, this position will give the opportunity to showcase expertise and ingenuity. Will be responsible for directing, managing, supervising and coordinating the Traffic Section of the Engineering Division, including traffic control systems; overseeing system design, maintenance and modification; and providing highly responsible and complex administrative support to the City Engineer. Will oversee and coordinate the activities of staff responsible for duties including project management related to ITS, traffic signals, traffic control systems, transportation systems, illumination systems, CCTV cameras, signing and striping, timing, traffic calming, and traffic safety improvements. Duties also include developing and implementing traffic related ordinances, regulations, and policies, and conducting complex traffic and transportation studies. The Traffic Engineer will work closely with external groups including citizens, businesses, schools and other agencies. Performs other duties as required. Resume and cover letter required.

Minimum Qualifications: Bachelor of Science from a four-year college or university in civil engineering or a closely related field. Five years of increasingly responsible experience, including a minimum of three years of supervisory experience with an emphasis in transportation engineering, preferably with public sector experience. Possession of, or ability to obtain within six months of date of hire, licensure as a Professional Engineer in the State of Missouri. PTOE preferred. Any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the position. Requires knowledge of theory and practices of civil engineering including capacity analysis; methods and techniques of field data collection, tabulation and analysis; applicable codes, ordinances, regulations and guidelines; computer applications relating to traffic engineering analysis; operation and maintenance of traffic control devices and equipment; grant funding application and administration; construction methods, standards and specifications; federal, state and local laws and ordinances related to area of assignment; computer usage and applications related to work including Cityworks, MS Office, AutoCAD, GIS and electronic plan review software; Ability to apply engineering principles and techniques to the solution of engineering problems; establish and maintain effective working relationships; prepare clear, concise and accurate reports, records and correspondence; analyze complex data, evaluate alternatives and reach sound, logical conclusions; and represent the City effectively in meetings with others; coordinate work of others. Requires a valid Missouri Driver’s License.  Must complete NIMS and LPA training within first six months of hire.

Typical Working Conditions: Must be able to travel to various locations within and outside the City of Independence to meet the program needs and to fulfill the job responsibilities. Indoor environment working closely with others; irregular work hours. Outdoor working conditions will be encountered regularly.

*Salary offer will be dependent upon candidate qualifications, internal pay equity, and market rate of pay. Entry level offer will not exceed the midpoint of the range except for exceptional circumstances and qualifications.
