Salary: $3,839 - $6,917/month
This position performs technical and administrative work involving economic development finance programs and projects. Performs work maintaining contracts and compliance with development and redevelopment agreements and obligations of contractors and developers who participate in economic development incentive programs such as Tax Increment Financing (TIF), Land Clearance Redevelopment Authority (LCRA), and Urban Redevelopment (353) Corporations, Community Improvement Districts and Transportation Development Districts. Will establish processes and recordkeeping systems for administration of agreements affecting economic development and redevelopment obligations and will prepare certifications of reimbursement to developers. Responsible for coordinating the preparation of the annual TIF report to the City Manager and City Council. Will develop & maintain a central TIF information system for existing projects and will be available to respond to questions from citizens and City employees. Position will also support economic development functions by serving as the initial point of contact for general inquiries from new and existing businesses. Assists businesses, developers, and citizens in navigating the City’s licensing, permitting and approval processes and is also responsible for creating educational videos and other media initiatives to assist the general public on navigating the City’s approval processes.
Minimum Qualifications: Requires bachelor’s degree in accounting, business administration, finance or related field and a minimum of three years of progressively responsible related experience; or, any combination of education, training and experience, which provides the required knowledge and skills to perform the essential functions of the position. Valid Driver’s License. Must complete required NIMS level training within first six months of hire.
Knowledge of: The theory, principals and practices of accounting, economic development finance, real estate development, municipal government functions, project management, planning and community development. Computer applications related to work. General business law and preferably knowledge of economic development statutes and regulations. Effective written and oral communication skills.
Typical Working Conditions: Work is performed in a normal office environment with some exposure to the field to verify status and conditions of projects.
