Temporary Historic Preservation Manager - PT

Salary: $18.33 - $28.00 per hr

Under limited supervision, this position manages and implements a preservation program for the City of Independence Community Development Department.  Responsibilities include performing permit and plan reviews as provided in the City Code, performing Section 106 reviews for federally funded city projects, and performing Tax Abatement Reviews for 353 Redevelopment Corporations.  Will provide staff support to the City’s Heritage Commission, including preparation of the annual report.  Responsibilities include the review of all dangerous building/demolition permits for historic significance and the maintaining/upgrading of inventory of historic resources.  Performs other related duties as assigned. 

Minimum Qualifications:  Bachelor’s degree in Historic Preservation, Architecture History, Urban and Regional Planning, Architecture, Landscape Architecture, Urban Studies or related field and a minimum of three years of progressively responsible related experience.  The incumbent shall meet the federal qualifications specified in the National Park Service, Department of the Interior Historic Preservation Professional Qualification Standards 36 CFR 61 or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.  Must have knowledge of architectural styles and the ability to conduct detailed research on the history of sites and buildings to accurately portray the historical context by which to evaluate the appropriateness of specific proposals.  Requires knowledge of local ordinances, including historic preservation laws, governmental review processes, design considerations and their application.  Must have knowledge of applicable historic preservation, land use, community planning and urban design practices.  Must have knowledge of and skill in accessing related funding and grant resources.  Must be detail oriented and possess ability to research and interpret a variety of technical and abstract information; preparing concise reports and correspondence.  Must be skilled in various computer applications related to work and be able to meet critical deadlines with a minimum of direction.  Must have the ability to establish and maintain effective working relationships and be able to communicate clearly and concisely in writing and speak effectively before public groups. Must complete required NIMS level training within first six months of hire.   Physical Abilities:  While performing the essential functions of this job the employee is frequently required to exert up to 10-20 lbs of force; maneuver through terrain and building properties, stoop, kneel, crouch or crawl; climb or balance; use hands to finger, handle or feel; reach with hands and arms and make in-depth and close visual observations.  Working Conditions:  While performing the essential functions of this job the incumbent is frequently exposed to outdoor weather conditions, to possible bodily injury from moving mechanical parts, and to conditions such as fumes, odors, mists, gasses and poor ventilation.  Working conditions are typically moderately quiet.
