License Surcharge

On October 1, 2018 the Independence City Council approved a moratorium on the New Construction License Surcharge (Ord. # 18939).  This moratorium is in effect until repealed by City Council action. 

On November 7, 2000, the voters of Independence voted to impose a License Surcharge (excise tax) on building contractors at the time a building permit is obtained. The License Surcharge is applicable to new development requiring a building permit and resulting in additional vehicle trips. Additional vehicle trips are calculated during the afternoon (P.M. peak hour) time period when traffic volume on adjacent streets is highest. The proceeds from the License Surcharge are used solely for streets and related improvements to accommodate the increased traffic caused by new development.
