Community Development Block Grant
The City of Independence, MO has developed an Analysis of Impediments to Fair Housing Choice (AI), a requirement of the U.S. Department of Housing and Urban Development for the use of Community Development Block Grant funding. This document investigates demographic, social, institutional, and cultural impediments that block equal access to housing in the community. The document provides a detailed demographic profile of the community, analyzes laws and ordinances that affect housing choice, investigates lending activities for home mortgages, reports public observations and opinions, identifies impediments, and offers remedial actions to correct those impediments.

The Fair Housing Act of 1968 prohibits discrimination in housing because of:
- Race or Color
- National Origin
- Family Status
The Fair Housing Act prohibits discriminatory practices based upon race or color, national origin, religion, sex, familial status or disability in the sale of housing, rental of housing, and mortgage lending.
The Fair Housing Act covers most housing. In some circumstances the Act exempts owner-occupied buildings with no more than four units, single-family housing sold or rented without the use of a broker, and housing operated by organizations and private clubs that limit occupancy to members.
