Fairmount-Carlisle Home Repair Program
Throughout the Fairmount-Carlisle neighborhoods, the preservation of housing stock has become one of the primary objectives of citizens, elected officials and staff professionals who believe that the quality of housing is a primary source of neighborhood stability. The decline of our housing stock can be attributed to several factors including: loan underwriting standards leading to deferred maintenance, the minimum extra income of recent purchasers, and the increasing age of the housing stock.
The objectives of the Fairmount-Carlisle Home Repair Program are:
- To assist low income homeowners in achieving tax abatement by providing rehabilitation funding and technical assistance;
- To provide safe and efficient housing within the financial reach of our area residents;
- To stimulate broad interest in neighborhood preservation; and
- To partner with other programs for maximum impact.
- You live within the boundaries of the Fairmount-Carlisle 353 Redevelopment Area (boundary map).
- You must be enrolled in and working towards tax abatement.
- You must be an owner occupant of your home and own no other property.
- You must meet the income limits listed below.

- Tear off and installation of new roofs
- Installation of new 90% efficient furnaces and air conditioning systems including heat pumps
- New electrical wiring and removal of obsolete wiring such as knob and tube
- New electrical service panel
- New water and waste lines
- Installation of sump pumps
- Sidewalk and driveway repair
- After enrollment in the Tax Abatement Program, complete a Fairmount Carlisle Home Repair Program application and submit it to the Community Development Department. Once your application is recieved, a City staff person will contact you to determine eligability.
- The City staff person will assist you in obtaining bids from qualified contractors for qualified repairs needed to complete tax abatement.
- You select a contractor and city staff will notify the contractor when work can begin.
- After work is completed and approved by City staff, the City pays the contractor directly.
Any repair work made before Community Development Department approval will not be eligible for funds under the program.
