(INDEPENDENCE, Mo.) Monday, June 2, 2014 - On May 27, 2014, the Independence City Council amended Chapter 9 of the Fire Code to ban the sale, possession and use of sky lanterns. Sky lanterns are small hot air balloons commonly made of paper or other combustible material, with an opening at the bottom where a small fire is suspended. These are sometimes known as Chinese lanterns, Kongming lanterns or sky candles.
For purposes of this section, "sky lanterns" shall not include hot air balloons piloted by human beings, devices designed to loft scientific payloads (weather balloons) or any lantern that is tethered so as to not become free floating.
Sky lanterns pose a potential hazard because they contain a heat source which can ignite combustible vegetation or buildings and cause injury to people and animals.
