License Surcharge Annual Review Committee

Function

This Committee is to act in an advisory capacity to the City Council to review collection and expenditure of revenue from the License Surcharge (Excise Tax); progress toward completion of street improvement projects; and other factors related to the license surcharge. The Committee is to meet at least annually and make a written report to the City Council in December regarding the status and recommendations concerning the tax rate.

Membership Information

The Committee shall consist of eleven residents (one of whom will be a Councilmember) who shall serve without compensation. The Committee shall have at least one (1) representative from each of the following groups or organizations in addition to the City Council: Greater Kansas City Homebuilders Association; the development community (a person who develops land); large land owners; the Independence Economic Development Council; the business community (Chamber of Commerce); citizens representing older developed portions of the City; and citizens representing newly developed and undeveloped portions of the City. The terms of appointment are for three years after the initial terms are established. The Committee selects the Chairperson.
